“… the Emancipation Proclamation seemed but to broaden and intensify the difficulties; and the War Amendments made the Negro problems of to-day” (11). The Emancipation Proclamation abolished slavery, but there was still loopholes to the system which allowed slavery and gave the open window for racism and inequality to still exist. This is because African Americans were never seen to be as an equal to the white man. Dubois also mentioned in one of his essays the importance of educating and training the black man. He spoke on this from a position where he believed that all men should obtain a skill and become educated to break the ongoing cycle of blacks not being educated. In his book, “The Shame of the Nation”, Jonathan Kozol outlines core inequalities in the American educational system. According to Kozol although great steps were made in the 1960s and 1970s to integrate schools, by the end of the 1980s schools had begun to re-segregate. In inner cities such as Chicago, eighty-seven percent of children enrolled in public schools were either black or Hispanic, and only ten percent were white (page#). Before emancipation education for both enslaved and free African Americans had been prohibited by state law. Free public education for all regardless of race was the first legislation regarding education post-Civil War, this legislation changed the Mississippi Constitution in 1868. Free education was not actually free, education inequalities, underfunding of black schools, residual feelings of slaves are not smart enough to be educated, and most importantly the lack of commitment to fund black schools. “State Superintendent J. R. Preston in 1886, created a revised education code that slowly raised standards in the classroom. Most states didn’t have a public education system prior to the civil war. The Freedmen’s Bureau was established to help the former slave’s transition into society, it was very crucial to the education system for them. In 1954 the Supreme Court ruled segregation in public schools, unconstitutional. The separate but equal act provided much to be desired for blacks educationally. Today we are experiencing a similar problem. Public schools in communities with a high population of minorities are severely lacking in academic achievement. Public high schools in these communities have been known to have an extremely low graduation rate, while those who do graduate many times academically fall far below those who come from a better district.
