That other name is "All Hallow's Eve." Now this is just an opinion but I feel that an Eve is a day before all the real action commences. "All Saint's Day" is the following day, November 1st. All Saint's Day celebrates the remembrance of Christian saints and martyrs.
All Hallow's Eve was actually a Celtic festival, Samhain. It is commonly known that way over the two thousand years ago that the ancient Celtics were in, explanations were made often when relating to the planet doing natural activities by using supernatural aspects.
Not only was November 1st considered the Celt's new year, but October 31st was the marking point of the end of harvest and the beginning of a cold winter. Not surprisingly, death was a common incident when this time came. Samhain was celebrated on this day because it was believed that that day was when the ghosts of the departed were to return to earth.
