- The incumbent in this position provides GPC card personnel and system oversight, contract and procurement administration, and supply support to Naval Hospital Bremerton, and its outlying clinics (BHC Bangor, Everett, PSNS) as well as, Naval Hospital Oak Harbor, consisting
of 11 Directorates and 80(+) Departments.
- The Contract Specialist is a “Warranted” position covered under the Federal Acquisition Regulation (FAR) and appointed by the Commanding Officer by letter. The position is authorized to contractually bind, obligate and commit the government (NHB) in the procurement, delivery, acceptance, service and rejection of goods and services.
a. The Contract Specialist ensures products and services are purchased to support clinical and non-clinical operational areas, and ensure funding is obligated and expended as needed to support clinical staff provider objectives, just-in-time supply efforts, patient care and outcomes.
b. The Contrast Specialist position advises and assist in developing acceptable specifications and evaluation criteria, determines the method of procurement, issue the solicitation document, and conducts the contracting process.
c. The Contract Specialist applies specialized knowledge of statutes, executive agency decisions and regulations that affect the contract administration, development, oversight pre/post award and close-out process. Further, the position reviews contractor systems relative to the use of Government Purchase Card (GPC), Unauthorized Commitments (UAC), Government-furnished or contractor-provided property, review of reports received from higher headquarters, regional executive command, and logistic support agencies concerning proper application of the terms of the contract and for proper certification of material receipt, contract close-out or termination of the contract.
15. This is an essential position, which, supervises five procurement agents, coordinating the efforts of physicians, dentists, administrators and other health care providers, specialists and technicians in various phases of the procurement cycle as it pertains to the specialized nature of service contracts, medical equipment items, products and services supporting clinical and non-clinical objectives, just-in-time supply efforts, and patient care.
