Fascist governments were beginning to emerge in Spain, Italy, and Germany which were characterized by their nationalistic, militaristic, xenophobic values. One of the first to emerge was Spain. After the Spanish civil war, a strong leader Francisco Franco emerged who promoted fascist values. What separates Spain from the others is that it did not participate in WWII and remained a neutral power. On the other hand the development of Italy as a fascist power originates post WWI. Post-war Italy was promised land and power from the Allies, when they did not receive it they began to take action in their own hands. At this point Benito Mussolini began to rise in power, his ability to take action allowed him to gain popularity. An example is found in Italo-Ethiopian war, the allies had promised Italy land and had not given, so Italy took over Ethiopia. The League of Nations was unable to stop it which reaffirmed other nations confidence in disobeying them. The success of the war also had the effect of increasing Mussolini’s popularity, and the popularity of fascism
