Before the Industrial revolution (1760-1820), Britain was a rural economy with people living in villages and small towns. Most people earned their living by working in farms and skilled labour. However, the industrial revolution changed the lifestyles for the British population. There was a rapid increase in factories and mills; cities were built to house the growing workforce as many had left their Architecture jobs for industrial jobs. This lead to slums and overcrowded housing as the labour employers received the income from the workers. It was popular for families to share one room, meaning multiply families had to share one room as it was the cheapest opinion on their wage.

Some of these owners were members of parliament and put forward these acts/legislation and ideas forward. They were now known as pioneers of Social Justice and their contribution/building Human Resources.
One of these pioneers was mill owner, Robert Owen. He helped the health of employees by providing free facilities, which were nursery and medical care. Owen also shorted the working hours for employees and opened a school to educate children workers. Training was also provided, this could help employees do less mistakes thus leading to less injuries. His policies are seen as the foundation of modern Human Resources.
Lord Shaftesbury was an MP in parliament and main concern was children’s working in factories and mines. He tried to put a Bill forward in Parliament called Ten Hours Act 1833 which stated that anyone under the age of 18 (Shaftesbury first stated 13 but this was rejected)and was not to work more than 10/8 hours on a Saturday and no one under 25 to work nights. He built a village which gave the employees a clean environment to live in compared to the slums in the main cities. To help achieve a better health quality for the employees he gave workers access to free medical care and inforance, aswell as providing open garden areas.
George Cadbury built the family factory outdoors in 1979 and gave a modern village for the workers in live in with good living conditions. He treated workers with respect, and paid higher than the average wage; this would help boost staff morale. He provided pension schemes and free dental care while providing a Joint Work Committee so that the workers could contribute to the decision making process.
Personal helped managers with employees dealing with certain issues. These could be employees who are often sick or providing information to managers about legislation. Whereas, Human Resources is a strategic long term process of an organisation and ensures that the company has skilled and committed workforce to help achieve the company objectives.
