The Dekalb County Board of Health is a public health care entity that services the individuals of Dekalb County that has Medicaid or no form of health insurance. Dekalb County’s vision is to promote, protect and improve the health of those individuals that live, work and play in Dekalb County. The Dekalb County Board of Health has approximately 430 employees that assist the 6 health centers in maintaining this aforementioned vision. The organizational hierarchy of within top management is comprised of a Medical Director of Community Health Services and Prevention (CHAPS) and the Manager of RN services. In a collaborative effort, these three individuals establish and implement the HR approaches of employee selection and placement, rewards (pay and benefits), appraisals and staff development. The Dekalb County Board of Health has established the following strategic initiatives to accomplish its’ vision. Some of these strategic initiatives are Children’s 1st, Apples for Teachers, Tobacco Cessation and the Flu Campaign. These programs are outreach programs that are designed to provide direct preventative care to the surrounding communities in the specific health center’s catchments areas. Dekalb County saw the critical need for the clinical staff to provide outreach services as most of the individuals living in the surrounding communities can not afford access to quality care and as a result Dekalb County started seeing mortality rates, especially in infants and toddlers increase hence the reason for the Children’s 1st initiative. The HR approaches that are emphasized by senior level management are critical in the sustainability of these programs because they set the foundations to how effectively and efficiently these programs will be able to provide quality care. The Human Resources department serves as a resource for the senior level management staff as well as the Clinical Coordinators (line managers) for each
