The study dealt with the human resources development & its role in activation of the electronic management, and the problem is represented in the weakness of arising & building of the electronic management depending on the development technology for building the modern management and activating its role which led to the delay in the completion of the administrative works with the required level, and that is attributed to shortage in interest with the human resources development, depending in that on a group of the following assumptions:-
- First Assumption: There is no interest in the human resources development for activating the electronic management in the organizations subject of study.
- Second Assumption: There is no application of the scientific methods necessary for the human resources development.
- Third Assumption: There are some administrative, Technical, Financial & Human obstacles hindering the application of the Electronic Management in the organizations under study.
- Fourth Assumption: There is difference between the directions of the human Resources towards the development and improvement of their skills which leads to decrease of effectiveness of the Electronic management.
- Fifth Assumption: There is moral difference between the universities under study in respect to the interest of developing the human resources and applying the scientific methods necessary for developing the human resources and the obstacles hindering the application of the electronic management and variance in the direction of the human resources towards the development.
The administrative & Financial Affairs Dept. and the informations Center in each of Al-Fateh University, Seventh of April University and Al-Jabal Al-Gharbi University were selected as a society of the study, and the researcher has, in the route of achieving the aims of the study & selecting the assumptions, depended on the the use of the analytical descriptive methodology
