IRS Discrimination
I think I am the right person to do this because I am personally affected by the IRS discrimination. As mentioned before, I thought about doing income taxes in 2008. But the IRS had a policy, "a SSN is a requirement to obtain a PTIN number."

Since I could not practice my accounting career or do income taxes, I started studying for the CPA exam. Meanwhile I was also working on DACA and then immigration reform. Fast forward in the present, I passed the CPA exam and I do not benefit from any immigration program.

After the immigration failed, the bill SB-1159 passed. That bill allows undocumented professionals like myself to practice our careers in California.

Everything was fine until, I applied for the PTIN in 2015. The IRS denied me
