Theoretical Framework
Issel’s framework (2014) is a conceptual framework, which defines the essential aspects of health program planning and evaluation. The framework is based on the facilitation and improvement of the public health system and related community health promotion programs. Within this framework, key areas are emphasized as high priority to improve care and quality of life for cancer patients with children. Using key components of the program planning and evaluation cycle will guide the project theoretically in intervention planning and implementation. According to Issel (2014), the cycle of program planning and evaluation begins with either an awareness of a problem, strategic planning goals, or available funds or a combination of all of these factors. After the awareness of the problem comes collection of data about the population. This data, in addition to other resources, makes up the needs assessment. The needs assessment is the first step in program development where the problems and potential solutions are put in order based on importance. Because this process is cyclical and interdependent, the most important place to start is the community needs assessment. No one knows what is needed more than those who are living with the problem. By making the interventions specific it addresses actual needs of the population, which will make or break the whole project. Once the community health assessment has been completed, the health issues can be prioritized and the improvement plan can be developed to address the specific issues. In order to develop the goals and objectives for this program and to eventually judge it’s successfulness a logic model was developed (see Appendix A). A community health improvement planning process looks beyond the performance of an individual organization. Instead, it serves a specific segment of a community in the way in which the activities of many organizations contribute to community health improvement. Community health improvement planning processes provide a framework for addressing issues identified by community health assessments to ultimately improve the health of communities. Even though many community health assessment and improvement planning processes have similar components, they differ in terms of scope and philosophies. Processes may focus on a programmatic area, agency division, local health department, or public health system. Some models address one specific health condition, while others identify underlying factors that affect several or all health conditions. Processes may be based on a biomedical or a socio-ecological model of health. Some models are informed by health promotion theory, while strategic planning and performance measurement theories inform others. The philosophy and scope of a given process will affect overall assessment and improvement
