Each minister of the Crown is responsible for the general administration of at least one government portfolio, and heads a corresponding ministry or ministries, known in Canada as departments or agencies. The most important minister, following the premier, is the Minister of finance, while other high profile ministries include foreign affairs, industry, justice, and health. The official order of precedence does not follow the same pattern, however, with ministers being listed in the order of their appointment to the Privy Council or, if appointed to the Privy Council on the same day, in order of election or appointment to parliament.[12]

Unique positions in Cabinet are those such as Leader of the Government in the House of Commons and President of the Queen's Privy Council, who have no corresponding department, and some ministers (such as the Minister for International Cooperation) head agencies under the umbrella of a department run by another minister. Further, the prime minister may recommend the governor general appoint to Cabinet some ministers without portfolio, though this has not been done

A department usually has executive agencies under it. These have a defined business function and are headed up by a chief executive (often supported by a management board). They operate almost like a separate organisation from the main department. Whilst the ministers are not directly involved with the day-to-day running of executive agencies, they are ultimately responsible for their performance to Parliament and the general public.…

However, Cabinets still hold an enormous amount of power over their Prime Minister. Prime Ministers require the support of their ministers or they risk a party revolution and replacement. For example, Margaret Thatcher lost the support of her Cabinet in her third term and was eventually replaced by John Major. This shows how much power Cabinet can wield over Prime Ministers. Also, the Prime Minister’s power is linked to the backing of the so-called ‘unsackable’ ministers in Cabinet. These ‘unsackable’ ministers are ‘unsackable’ as they have their own little faction in the party behind them to support them in any issue over their ability. For example, Tony Blair and Gordon Brown did not have the best personal relationship but Gordon Brown had…

He/She chairs cabinet meetings and has the powers to call consensus in such meetings. The lack of security of tenure among cabinet ministers means that any cabinet minister deemed hostile to the Prime Minister can be fired (Savoie, 2009). Therefore the cabinet ministers have no incentive to revolt or stand their ground against the Prime Minister especially when it is only a small number of cabinet ministers holding an opinion contrary to that of the Prime Minister. Therefore, Savoie, (2000) argues that ministerial powers do not flow from the ministers but from the Prime Minister. The Prime Minister also appoints many office bearers who are responsible for providing checks and balances to his government. This includes officers such as the Auditor General, and governor of the Bank of Canada.…

Ministerial appointments require some recognition of the need for political balance and administrative competence. There is pressure from colleagues or the media to appoint certain people- all Prime Ministers at least listen to advice from senior colleagues before making appointments. The Prime Ministers ability to control the flow of business is restricted. Apart from drawing up the party manifesto, most Prime Ministers do not initiate policy- they have a small staff and most expertise and detailed information is located in individual departments…

One advantage of the cabinet system is that it effectively comes up with plans for legislations, and the limited number of members in the cabinet allows for decisions to be made realtively swiftly. Members of the cabinet often have different views, which means a variety of approaches tend to be considered. The existance of a shadow cabinet, which is made up of members of the oppostion party, means the actions of the current cabinet are constantly under scrutiny. For this reason the cabinet is careful to be functional at all times and avoid displays of conflict or inefficiency. Furthermore, there are cabinet committees that have started to be of full use in the 1960s. They have increasingly taken over from the full cabinet in terms of policy and decision making. It contains around 5 cabinet ministers who meet regilarly to discuss a specific area of government policy. Some of these commmittees are permanent dealing with matters such as the economy, defence and foreign affairs but there also some temporary ones. There is aswell individual ministerial responsibility which is the convention that a minister should resign if their department makes a serious political or personal error. In practice, this usually means that a minister is responsible to Parliament and must face questioning and crtiticism. If a Cabinet minister feels that he/she cannot defend a policy, he/she has the option to resign from…
