The motivation that led to the discovery of the approval of the Apollo Mission was that NASA has the approval from the government to make available the first manned spacecraft in the United States. " Also, a Space Task Group (STG) New Projects Panel held its first meeting August 12 to dis- cuss NASA's future manned space programs. The panel determined that the following projects would be required to accomplish the goal of lunar landing and return: (1) a detailed investigation of the earth's radiation belts, (2) recovery of radiation belt probes carrying bio- logical specimens, (3) an environmental satellite (three men for two weeks), (4) lunar probes, (5) lunar reconnaissance (both manned and automatic), and (6) lunar landing beacons and stores. The panel also recommended that work start immediately on an advanced recovery capsule which would incorporate reentry at near lunar return velocity (called Project Boomerang), maneuverability both in space and in the atmosphere, and advanced recovery techniques.
