They sent Napoleon to Elba because of its good climate and the fact that it was hard to get into and out of. This shows how much protection he had to keep him on the island of Elba, and how Napoleon was still capable of escaping.
Napoleon died in St. Helena due to either stomach cancer or food poisoning in his final exile.
