Naval Revitalization Efforts: A Case Study
For squadron revitalization efforts to be both successful and enduring, commanders must be given authority that is commensurate with the responsibility for an entire unit. For far too long, commanders responsible for the management of their manpower resources have been denied the authority to make meaningful changes to their Unit Manpower Documents (UMD). To make even minute changes to positions on their UMD, commanders must endure a laborious staffing process which ultimately “asks” Major Commands (MAJCOM) for approval. Empowering squadron commanders to manage their manpower resources can be accomplished by providing squadron commander’s support Staffs (CSS) with access to the Manpower Programming and Execution System (MPES) and the rights to build and publish projects. Under the current Authorization Change Request (ACR) process, commanders at all levels must request UMD changes through their servicing manpower office, who advise and transmit the request to the applicable MAJCOM. The process does not stop there, as MAJCOM/A1M staffs the request to applicable A-Staff offices for coordination, after which the project is finally published. This excessive and unnecessarily lengthy staffing process has the potential to, and in many cases does, bring with it a negative mission impact on the …show more content…
This argument itself fails the logic test by not acknowledging that training either in technical school or locally administered can be put in place to equip CSS personnel with the necessary tools to accomplish this initiative. Additionally, every position in the Air Force has an associated servicing manpower office, whose mission does, and always has included advising commanders on the effective use of their manpower

Today, the Army’s aviation assets consist of 12 active duty Combat Aviation Brigades and eight Reserve Combat Aviation Brigades (Dunnigan, 2011). While the types of CABs may vary slightly across the force (some have AH-64Ds Apache attack helicopters while others have OH58D Kiowa Warrior scout helicopters), each CAB has approximately 2,700 soldiers (Dunnigan, 2011). Each CAB’s soldiers are spread out between a Headquarters and Headquarters Company (HHC) and five Aviation Battalions (Dunnigan, 2011). Each Battalion and HHC has a personnel Career manager for enlisted soldiers only. There is one enlisted Career manager for approximately every 250-300 Soldiers. The Brigade’s officers (a combination of Warrant Officers and Commissioned Officers) make up between 25-30% of a Combat Aviation Brigade (between 675 and 810 officers) and are only represented by branch managers at Human Resources Command (U.S. Army Human Resources Command, 2012). Considering there are 20 Aviation Brigades, the 25 total branch managers for the Aviation branch are currently responsible for the career management of approximately 15,000 officers at an…

From June 2005 to September 2009, I served on the Guided Missile Destroyer (DDG) 64, USS Carney. The USS Carney has approximately 300 sailors and officers. Out of the 300 about twenty-five are officers and another thirty or so are senior enlisted. Officer’s tours are eighteen to twenty-four months long and the enlisted sailors can remain on board for up to five years. While serving aboard the Carney, I witnessed the key crewmembers turnover at least three times. After each key crewmember, enlisted sailor or officer, transferred someone needed to rise to step into a new role and a new team needed to be formed. While I did not realize it at the time, we constantly performed Human Process Interventions to ensure we were ready to answer our nations call at a moments notice. The upper echelons of the U.S. Navy go to great lengths to ensure that teams are created through a structured multi-level training process, surveys, and other Organization Development techniques.…

Currently, the unit manning document (UMD) is sufficient. However, the document does not account for personnel that are deployed, TDY, or on leave. We recently scrubbed this UMD due to a mandatory Reduction in Force; we are expecting a new document sometime in CY16. Our current manning for the Communications Element is 20 funded/authorized with 20 assigned. The issue we are addressing in this 100-day strategic plan is reducing the trouble-ticket processing time. This issue is not considered a manning issue at this time. We need to streamline processes to prevent members from being overtasked as our overall workload is increasing as the Wing grows.…

Based on this classification scheme, job duties and responsibilities while interrelated, are segregated into distinctive tasks with little overlapping or commonality of task. This structure places significant constraints the ability of agency leadership to utilize the workforce in agile and adaptive ways in response to fluctuating requirements, dictated by changes in workload receipts, policies, laws and political climate. Additionally, this impedes leadership’s ability to optimize the use of the agency’s human capital and to serve Veterans in a timely manner. Employing human capital in the most advantageous way is critical to the success of the organization particularly during lean budget years which are often characterized by a diminishing overtime budget decreased contracting resources and dwindling prospects for gaining additional Full Time Equivalents…

AbstractThe Army uses all four functions of management through a Chain of Command. All leaders throughout the military use at least one function, but multiple leaders working together covers all functions. Always someone is planning, organizing, leading, or controlling. The reason the United States Military is so effective is because leadership and management always try to stay a step ahead. The rank structure provides a guideline to how much a soldier manages. More rank brings more responsibility, more respect, and more use of each function. Though not all functions are needed to be a manager, a good manager does need all four. The Chain of Command is the best example to show leadership, management, and the four functions - plan, organize,…
