Is the Noncommissioned Officer (NCO) Corps (Enlisted force) talent accurately managed throughout the ranks in order to sustain force readiness? During many years, the Army has continuously fulfilled analysis (studies) of the force to establish and improve management guidance over different initiatives, policies, regulations, and strategies in order to effectively organize the use of manpower through talent management, authorizations (Assignments), and leader development. Conversely, the management of the NCO force has not been acceptably enforced and/or managed within the Army National Guard (ARNG) in order to meet the Army’s Talent Management Strategy (ATMS) and the Army’s Leader Development Strategy (ALDS) on the NCO Force management. In particular, leader development encompass training, education, and experiences that it is only accomplish if opportunities and adequate management are provided. In essence, leader development has not been exercised to it maximum capacity with the ARNG due to leaders at all levels are not monitoring through effective assessment and/or placing emphasis in exposing personnel (NCOs) to the different operational environments with the intent to gain experiences while developing skill set (critical thinking). For example, I have seeing NCOs who has been in the same position for many years and have not been exposed to a different operational environment which requires applying problem solving skill. Definitely, leader development at all levels is essential in order to prepare our force to cope with the security challenges that the force is currently facing and will continue to face
