Back to Randolph’s Letter he defined necessary to be incidental or in other words may be denominated the natural means of executing a power. In English, that means that something is necessary when the government cannot operate fully without it. Thomas Jefferson said that the congress should not broadly interpret its powers because they would be the sole judges of the good or evil, it would also be a power to do whatever evil they please. Article I (stated in first paragraph) can be interpreted as a rule for expanding powers. It essentially says that the government can make laws to do its duties when necessary. The Clauses are essentially the rules for deciding when to give the government power. With all of this in mind, one can easily see how they have affected the expansion of the government in the past. However, they can be dangerous when used incorrectly. They must be interpreted in a way that benefits the US citizen, and gives the least amount of power to the government while still sustaining society. The government must inevitably expand in order to meet the needs of a changing world, but hopefully with these documents in mind the change will be for the better.
