Scared magic was documented and studied by educated and high status people. Necromancy was more of an underground cult that had to operate in secrecy. However, the line between necromancy and scared magic becomes more blurred when they both consider themselves masters of demons. With the protection from the divine names in both types of magic you can control demons (Agrippa, Renaissance Magic and Science, p.113).
