Introduction:
After the observation in Thomastown, City of Whittlesea, it is noticeable that there are some issue of planning embodied on the site. This essay will discuss City of Whittlesea in two parts. First, the essay will examines how walkability perform in the area of Thomastown, under consideration of access and inclusion. Second, the essay will suggests how this issue is impacted by planning choices and decisions, and how could the planning improve. The analysis of the essay will based on readings and fieldwork observation on 25th March 2016.

During the fieldwork, it could be observed that there is a small business area in walking distance from the main residential area. Local service such as supermarkets, restaurants, grocery stores, cafes and public transport located within the main street and around the train station. Residents are able to reach local services in 10-20 minute walk to get basic needs for living. The walking distance is consider reasonable for adult. However, it could be a little bit long and tough for elderly or child. The reason is could be explain by the walking environment in the following paragraphs.
Design:
The design of the footpath provide very convenience opportunity for citizen to walk. During the observation, the width of the footpath is about 1.5 meter, which could accommodates two persons to utilise the footpath at the same time. Footpaths on the site was constructed by mixed concrete and well maintained. The material provide much smoothed path for users. There is no damage was observed in general.
Signal and crossing facilities:
Generally the footpath was well connected by crossing facilities such as traffic light and instruction. However, there is a short distance of foot path was under maintenance. The maintenance area was surrounded by red cordon tape, which is considered highly apparent and eye-catching.

The inclusion in Thomastown is considered medium. First, there is slope on crossing that allows wheelchair access to the road. But the footpath is not width enough for wheelchairs and pedestrians. As stated above that the footpath is 1.5 meter, the footpath could allow access for wheelchair but not also for pedestrians. If there is a wheelchair and pedestrian on the footpath, one of the side need to give ways.
Impacted by planning and decision:
60% of people use car as main public transport.
(Statistics government AU) This indicate most resident does work nearby. As there is no large business centre, commercial building or industry around the area. The decision of putting business area impact the use of transport. The place they work might be very far away from the place they live, such as CBD and outer suburbs. There could also a long walking distance for resident to walk to public transport. During the observation, public transport such as bus and train, stops are only located on the main street. People who live in the small segregated street might found too far to reach public transport.
Moreover, the age of resident could also impact the walkability. Adult and younger age resident tend to walk more as their body and heath would handle decent distance walk. However, elderly and disable, their body function might be well, there is possibility that they cannot afford long walk. This might be the reason why they prefer travel by car rather than cycling/ walk/ taking public transport.
How could the planning improve?
Moreover, the planning could be improve in the City of Whittlesea, in order to provide better walkability for
resident.
