INTRODUCTION
Today, the computers play a key role even in small organizations. Having a computer is a big help to operate transactions more efficiently. With the population of the people in the Palico 2 that grow up each year, it is very difficult to handle them in a traditional way of keeping their records, there must be a way to improve the service, and that’s the implementation of the proposal the Palico 2 Barangay Hall system, to keep the information of their fund, and to keep all the information of their Barangay secure and efficient. And in that system they can view all of the information in their community. It can be fast and easier to use and to see all the details of the barangay. The study is focused on the works and records in the Palico 2 Barangay Hall. It includes all the records of the officers and the members of the Barangay, the planning projects, budget of the barangay, all records of the community and all the requirements can get in Barangay. The proponents prepare an updates on the works and records in Barangay

To make easier to the personnel of their Barangay to records and to view all the information of their Barangay, and the computerized system provides easier, faster, and more accurate operation. The system cannot be used by unauthorized person and those that have no permission to use the system. A system administrator and/or the selected personnel will be in- charge in the system including the maintenance and utilization. The Palico 2 Barangay Hall System proposed to the Barangay of Palico 2 can only be used for the particular establishment.

BACKGROUND OF THE ORGANIZATION

The study was chosen to develop a system that will improve and help the process in the Barangay, Palico 2. In this project, the researchers have applied the information the gathered for the area of their study.     We all know that it is time consuming doing things manually specially on record keeping on a certain establishment. The PNP (Philippine National Police) Valenzuela has been handling crime related issues for Valenzuela. The PNP Valenzuela, as a consequence, maintains a large volume of information. To be able to manage their information requirements, PNP Valenzuela is currently using an information system. This system is manual and paper-based where information is passed on hand-to-hand and information is kept in hard-copy paper files stored ordinarily in filing cabinets. Despite the relevance of their information system, it poses several challenges in the management of information that include an ever increasing paper-load, difficulty in enforcing file access controls as well as cases of missing files and information. Each precinct in the Valenzuela should submit their blotter or crime report to the main branch of PNP here in Valenzuela which is located at Malinta, Valenzuela. Then an encoder on the PNP Valenzuela will check it and encode it on Ms Excel and on their system and they will email it on Camp Crame. The whole process consumes a lot of time, money and effort. To tackle the problems caused by the situation, the development of a web-based system was proposed. The PNP Valenzuela Criminal Records and Permit Management System would manage the criminal records of the PNP Valenzuela with greater ease and flexibility. The designed system would then be accessed by login via an internet browser. Authorized users would have varying privileges and the administrator would be responsible for managing the entire system. The resultant system was able to handle the criminal records that police uses in their operations.     The project is an action-research designed to come up with a model for enabling barangays to establish and maintain a Barangay Information System (BIS) for rural development planning and implementation. Specifically, the study aimed at: (a) providing a profile of LGU officials in the barangay, (b) determining the barangay leaders' knowledge of and perception about the barangay hall as a base for BIS; (c) finding out the existing information systems in the barangay; (d) documenting the process involved is establishing and maintaining a BIS; (e) identifying the facilitating and hindering factors in the barangay's establishment of BIS; and (f) drawing up a model and other recommendations that may guide in the future implementation and replication of BIS. Results revealed that majority of the respondents perceived their barangay hall as very useful in terms of serving as venue for meetings and as source of vital information about the barangay and its people. However, they felt the information is inadequate to be basis for planning and in responding to information request from local government offices. They also felt there is still a need to improve its surroundings and provide facilities like chairs, tables, cabinets and enrich the information available in the place. As regards BIS implementation process of the nine barangays, there were commonalities among the barangays in following a basic implementation process from orientation meeting to data storage and updating. However, there were also observed peculiarities on data gathering techniques and logistics wherein some barangay officials voluntarily use their own money for supplies and materials and even provided snacks for BISD Team members during data gathering, data posting/tabulation and data presentation so the activities will not be delayed.
