Service activities is assisting citizens, mediating disputes, community policing activities, and engaging in problem solving. The action of police arrest and citation is also look at as well. Society looks at these actions when officers invoke the criminal justice system. Researchers also observed the corruption on the police force because of police discretion. Police discretion occur when an officer use good judgment in the line of duty. Discretion is important in the criminal justice department. Police officers trained on using discretion and he or she can make a choice base on the course of action. Police training does not cover every situation police officers may encounter. Motivation is an important part of organizational behavior. A theory of Numen Motivation was written by Abraham H. Maslow in 1943. He believes other theories do not capture the human behavior completely. Although any behavior can perform many functions at one time; example, nightclub or local bar can satisfy self-esteem of an individual and social interaction. Maslow had prior researches, he focused on some factors such as achievement, sustains human behavior, and biology (Maslow). Maslow has four levels to his theories physiological, safety, security, belonging, love, and esteem. Physiological is about hunger, bodily comforts, and thirst. Safety and security is staying from danger. Love and belonging mean accepted and affiliate with others. Esteem is be competent, to achieve, and gain approval.
