Parents of teenagers or soon to be teenagers could be objectors of this idea. If parents do not want their children to have any cosmetic surgery, they will not sign the parental consent portion on applications. Clinics will lose a lot of profits they could've made when the customers who meet all requirements aren't able to get the surgery they want because they can't afford it. It is much easier to make a change in a contract than losing money for a business. The surgeons were completing a surgery for an adult who met all requirements for the surgery. Setting an age requirement is more convenient for a business that does not want to lose money or customers.
