Abstract The Thirty Meter Telescope was a project finally certified designed in the year of 2012 with intentions for it to be the world’s largest telescope as well as the largest telescope amongst all the existing telescopes on Mauna Kea, Hilo. This concept for a social action paper was selected because the subject alone caused arguments and controversies between the Board of Land and Natural Resources and the Native Hawaiians or the so-called “Kanakas”. Inspired by the interesting reasons weighing from the pro and con side of the circumstance, I took the pleasure to instead of siding with either arguments but to evaluate and examine the procedures of how the Thirty Meter Telescope came about to its final destination, the Mauna Kea. Questions were referred to the authorities or organizations that were responsible for the planning of the Thirty Meter Telescope concerning the approval of the location as well as taking into considerations the people of the community. Democratic government was founded on, by and for the people, but as of now, the indigenous people question their sovereignty and pluralism. In order to learn and understand the great impact of the TMT on not only the community, the world and to Nature (philosophical view), I had the privilege in attending the TMT hearing on February 12, 2013 and visit Mauna Kea myself. This paper will provide the required procedures that the Board of Land and Natural Resources should have followed and the procedures they followed. To understand the objective of this social action paper, a liberal mind to understanding philosophical views and pushing aside the political views.
