Police Officer Dossey Case Summary
• Only at the conclusion of the pursuit were the circumstances revolving around this incident revealed. Officer Dossey attempted to conduct a traffic stop of a bicyclist for a vehicle code violation he observed. The bicyclist fled and a short vehicle pursuit ensued. The suspect made an unsafe turning movement during the pursuit by swerving to the right almost colliding with the patrol vehicle and then back to the left. The suspect then suddenly decreased his speed without signaling causing Officer Dossey, who was making a left turn to pursue him, strike the rear of the suspects’ bicycle. After the collision the suspect was taken into custody without further incident. The suspect was transported to PVCHMC for medical treatment and cleared for …show more content…
The apprehended suspect was subsequently charged with crimes including but not limited to, Obstructing a Police Officer, PRCS Violation (felony, No-Bail Warrant), Possession of a Controlled Substance (Felony Warrant) and a DUI (felony arrest warrant). • During the short pursuit of the suspect Officer Dossey briefly followed the suspect vehicle into the opposing lanes of Hamilton Boulevard. Due to the late evening hours, there were no other vehicles on the roadway at this time.

• As the suspect had led officers on a short bicycle pursuit and then discarded what was believed to be narcotics during the pursuit, the involved officers acted within departmental policy and within the scope of the law during the suspect’s apprehension. 2. ACTION TAKEN

• I reviewed all of the reports and Watch Guard Video, met with M.A.I.T. Team Investigators who conducted the investigation and concur with their conclusion that the suspect caused the collsion.

• As in relation to Officer Dossey’s vehicle tactics, Sergeant Lange, Corporal Martinez and I took this opportunity to review the MVS footage with Officer Dossey and provided training and constructive criticism. Specific training points included defensive driving tactics, vehicle capabilities, departmental policy review and best practices while operating a police
