Sgt. Sheedy has been in his new role as CID Sgt. since 12/2016. He has received minimal training in CID operations which includes case management.
During training instruction we was provided to Sgt. Sheedy of the importance of reviewing cases entered into RMS. In the event a hard copy was not turned into records his responsibility was to review entered cases to prevent a high priority case not receiving attention in a timely manner. The example used was a sexual assault case. In this situation the case is an aggravated assault case.

Thomas was assigned case 17-000471 on 3/15/17. He had valid reasons to question why there was an 11 day lapse between the incident and the date assigned. Det. Thomas begins his case narrative with inaccurate information that could had been easily verified before submitting the case for prosecution (I noted the offense was reported on 3/4/17 and Officer Villalpando did not write his narrative/supplement report until 3/14/17). Det. Thomas’s made several assumptions in his report without verifying the accuracy including that Medcalf told Officer Villalpando Brandi’s last name, the gender of other occupants, and that Officer Villalpando did not record any L3 videos. Det. Thomas used extremely bad judgement when he wrote another statement indicating Officer Villalpando waited 10 days to write his report and was not remembering details, or put wrong information according to Medcalf. Throughout Det. Thomas’s report there were indicators that Medcalf and Brandi Sliger were not cooperative during the investigation which may indicate that Medcalf was not 100 percent truthful to Villalpando on …show more content…
Thomas stated that Officer Villalpando was on scene with the victim 11-12 minutes. This statement appears to be an attempt to show that Officer Villalpando did not investigate the scene. Det. Thomas failed to conduct a thorough investigation in the fact that there was L3 video from Cpl. Mares which records Sgt. Z. Taylor, Cpl. Mares, and Officer Villalpando game planning the investigation and that Officer Villalpando goes to the BRMC ER for follow up and has a medical release form signed. Again, this is all information that Det. Thomas had access to but appeared that his judgement was clouded in the fact that he was more determined to show Officer Villalapando’s deficiencies rather than conduct a thorough and accurate investigation.
