arrest. An Officer are allowed to use any sort of force if needed in any circumstance to make a successful arrest. Guidelines for the use of force based on many factors, including the number of experience an officer has. For example, depending on “the individual is acting as self-defense and Officer becomes a judge on how much force he needs to use to regain control of the situation.”(NIJ) Another important role is judging if using too much force is severity of the crime and if one is resisting arrest and if they oppose a threat to the officer or fleeing. The least amount force required to make a safe and effective outcome during law enforcement rules are recommended. So using anymore more force than required becomes illegal and unconstitutional and are breaking the law themselves. The only logical reason for an Officer to use deadly force is when the suspect is using immediate deadly force and putting his life in danger. Officers tend to take advantage of the situation, such as, according to the supreme court if a suspect threatens to shoot an Officer, he can not immediate use deadly force but should issues some warning. Deadly force is illegal when an Officer harms or uses deadly force when an individual shows no threat. Attitude is where most Officer will make their mistakes, “ Having an unhealthy attitude can also cause an officer to slip into such a malaise they are susceptible to committing other errors as a matter of routine.” (PoliceOne) It is like a sport having a positive attitude can make a difference between a win or a lose in a game, but with an Officer you have no option in losing. Keep in mind that an Officer needs to work out his emotional fitness, you can not go out there in the scene and have poor emotions. That's when Officer tends to fail when making an arrest. These are important elements an Office needs to cope with to make a successful arrest, instead of using excessive force. There's been many cases which an Officer has used more force than needed to and even causing injury. There is a case in which a police officer misuses his power into subducting women that are in poverty.
The problem to fixing Officers that are misusing their power is to create a new need so that it can cut this problem.
In order to cut any sort of police brutality the solution is to make Police Officers wear body camera. Study shows that police officers wearing body cameras improved their behaviors and the way they manage the problem when out patrolling. Especially with Officers that have no experience in dealing with difficult situation. Body cameras can be use as evidence to a crime scene and check if the Officer did his part and the way he managed the problem. With the camera the staff chief can make any sort of corrections with his staff if they handle the problem in correctly. Before the problem can escalate into something that is not necessary. “Evidence provided by the cameras is also used to find wide-reaching structural problems within a department, which can lead to revising training, policies, and protocols.”(BWV SG) This is a great way to improve the behavior of the officer. Not all Officers are perfect and some can you a thing or two to remember how they are suppose to handle the
situation.
Body Camera can as well as cut the number of complaints that an officer can receive by showing the video and seeing the problem from a second person and determining if the Officer was wrong. Researched showed that Officer wearing body camera lessened the amount of complaints the Police Department received. The reasoning for this is that either the Officer knows that the camera is on and or the civilians know that they too captured in the video to show as evidence. Body cameras will encourage Officers to keep in mind that they have to act responsible. “Putting a chest-mounted camera on an officer’s uniform will be a constant reminder that their actions are in the public eye. Maybe that will help remind them of their training, encouraging them to act like responsible law enforcement officers.” (Venture Beat) Being recorded can remind officers that they need to keep calm and be aware that anything they are recored through the camera and that their actions can have severe punishment.
Another benefit is that it will make civilians feel reassured that they are not suffering from police brutality and that they do not have to worry that their problem will not go without any justices. Especially within the black community which has the higher percentage in getting into bad situation and are the most targeted by police officers. From Officers view they are too quick to respond with dealing with people from the black community and would most likely view any moment as a deadly threat. This can easily escalate into a big problem which can end another human being life and can have severe consequences for the officers. Having these videos can keep one from acting out of fear and racism.
The disadvantage of having a body camera is that some communities feel that being recorded is invasion privacy. That is something that you have to give up, if you want protection and not have to deal with police brutality.
The United State has more than 1,200 reports in which an Officer of the law misuses his power and uses excessive force. No Officer can use more force than required, to make an arrest. The rates of Police Officers killing and hurting the communities are increasing year by year. The system in the United States is better understanding how they need to work things out. With modern technology now capturing video of Police brutality going on. Body Cameras is the first step to reducing cases that involve an officer with musing his power to serve and protect the people. Body camera will keep officer a reminder that the camrea is on and remember them how they have to behave. It will also protect officers that have a history with complaint within the community. The people have a voice and their rights to equal protection, but how can you be protected when the people who are trained to serve and protect you is the one doing the damage, who do you call.
