Pork barrel scandal tHE SHOCKING P10 BILLION PORK BARREL SCANDAL HAS OCCUPIED THE PUBLIC ATTENTION IN THE PAST TWO MONTHS SINCE IT FIRST EXPLODED IN MID-jULY. tHE NEWS HAD BEEN COVERED IN BOTH PRINT AND BROADCAST MEDIA, AS WELL AS IN SOCIAL MEDIA VIA THE INTERNET. iT IS INTERESTING TO LOOK BACK AT WHAT HAVE HAPPENED IN THE PAST AND RELATE THEM WITH THE PRESENT AS THE EVENTS UNFOLD. lET US USE tHE mILLION pEOPLE mARCH HELD AT THE lUNETA(rIZAL pARK) HELD ON AUG. 26, 2013 AS A REFERENCE DATE. tHE PROTEST RALLY WAS TIMED ON A NATIONAL HOLIDAY, aRAW NG bAYANI (nATIONAL hEROES dAY ), CALLING FOR THE ABOLITION OF THE PORK BARREL OR THE PRIORITY DEVELOPMENT ASSISTANT FUND (pdaf). iT WAS ATTENDED BY OVER 150,000 PEOPLE AND THE anc CABLE t.v STATION ESTIMATED THE CROWD TO HAVE REACH 400,000 PROTESTOR.
Exactly a week before the Million People March on Aug. 19,2013, President Benigno Aquino 3rd rebuffed mounting calls for the abolition of the PDAF from church leader and civil society groups who were outraged by the scale of the misuse and abuse of PDAF over the years . it was the first time that president Aquino addressed the pork barrel issue where the legislators pocketed the public funds intended for the target beneficiaries . he declared: “as in everything else, there are good uses and bad uses.’’
P-NOY said that “perhaps the right thing to do is to apply the appropriate punishment for the misuse, but support its good use specially in communities outside the National Capital Region .’’ He recounted that as a congressman, he requested his pork barrel allocation be given for the repair of Manila North Road (MacArhthur Highway) in his district in Tarlac province “if we scrap it, then we presume that the national government knows all our needs and attends to these all the time,and I believe tahat’s a little farfetched,’’ the president claimed. The presumption that Mr. Aquino made is a wrongf assumption to start with.

His example of the recently proposed highway bill is a blatant exposure of pork barrel legislation.     Of course there is a Philippine public administration considering the massive role of the bureaucracy in Public Administration. There is Philippine public administration because there is governance ever since. There is a Philippine public administration when we consider its major areas. But the quality of public administration in our country is not consistent through the government . Why? because the Corruption in some government offices in our country is a way of life and this has kept progress in our country snail-paced. Imagine $48 billion dollar is lost to graft and corruption over the past 20 years and at National Budget only 60% of government funds is really spend in programs and projects. If we compare our economies to U.S., Japan, and Singapore, public servants carry out their duties honourably at all times, and if anyone in public office commits unethical act he/she is met swiftly with disciplinary action and even public scorn. We should also look the pork barrels have not been abolished; thus public administration in our country is subject to whatever is the prevailing political climate among the Senate, Congress, and the Chief Executives office. Nationwide there are public elementary schools and public high school and public hospital, but the state of public education and public health service in our country is pathetic in some areas. Because only 1% of public high school student pass the entry into college and our poor die unnecessarily in public hospitals because of inadequate hospital equipment and medical materials.…

    Formerly known as the Priority Development Assistance Fund (PDAF), the pork barrel is government spending for projects intended to benefit the constituents of the legislators. It has a noble intention but is at the same time an invitation to corruption. In fact, one may call it institutionalized corruption. Senators and Congressmen are given millions of Pesos as an automatic appropriation in the General Appropriations Act to implement projects that they think their constituents need only to have them pocket the amount given to them. These amounts are lump sum and given even without proposed projects.
