One of the reasons why private schools have a more flexible budget to spend on the school’s security program is because they are funded by the parents. The parents pay for their children's tuition, the school takes deduct a small percentage that would go towards the provide a secure facility for their kids. This amount of money would cover for the expenses such like new lock systems or new cameras for the hallways. Also private schools might have small town companies donating money: “private schools must generate their own funding, which typically comes from a variety of sources: tuition; private grants; and fundraising from parents, alumni, and other community members” (Great Schools Staff).
