Conducting an open primary during election seasons would benefit the voters the most since it would allow the voters to vote cross parties if they wish. Since operating an open primary would allow the voters to vote for whoever they favor the most. For example, if a republican voter does not like an of the candidates within the voter party, the voter can go vote a candidate in a different party which will cost the other candidates or party a vote. Another reason why open primaries would affect the political parties because it will “loses the ability to stand candidates who offer ideas to the public who express its distinctive values and beliefs” (White).
