One of the goals of this plan is to give the government enough power to tax, the states, to get out of debt that they have had since the past wars. They are allowed to ask for money, but cannot require states to give them money. This plan also encourages the Congress to hold the power to control trade. As of now, the government is so weak, that they can do neither of these things, but with the New Jersey Plan, the government will be much more organized, and the states will all have equal power.
