General Back ground of study
Public administration is a new developed science in the social sciences which was first seen in the writing of Woodrow Wilson. For Woodrow, he saw public administration being very empirical and feasible, being able to stand on its own separate from political Science if it followed the guidelines of detailed and systemic approaches in the execution of government public law.
Consequently, for many years Public administration has been studied together with Political Science, it is not until the 1940s it became a separated Science. It has been argued that the main focus of Public administration is the rational execution of all government programs, policies and distribution of resource in the most effective and efficient manner. According to Luther Gulick Public administration is that part of the science of administration, which has to do with the government; it concerns itself primarily with the executive branch where the work of the government is done; though there are obviously problems also in connection with the legislative and judicial branches.1 Therefore, Public Administration encompasses all the socio-economic, socio-political as well as socio- cultural aspects in any society. Through the effective execution of these programs through strict guidelines and regulations these policies are carried out in the most effective and efficient manner by bureaucrats which in turns satisfies organizational aims and goals. Public Administration in its early development towards achieving the most rational approach in executing government initiative adapted machinery like concept of how Public Administration should implement and carry out day to day activities in the bureaucracy. The organization was seen as the main focus in these new studies many countries in their quest to develop a strong and lasting system of administration adapted the Weberian model of bureaucracy.
