The significant events that were occurring in America when the article of “The Study of Administration” were; embargo act was passed, and denied all business with foreign countries. It restricted American ships on navigating to foreign ports. That signified that all exports coming from the United States were illegal, and this had a negative impact on the American consumer pocket. In consequence, congress was forced to revoke the act. During this period of time, Americans didn't have the act of being represented like we have it today at local, state, and congress levels. The rules and regulations past during this era were for the benefit of the land instead of being of its people. On the year 1880s Americans were not interested in laws or regulations like we are today. Further, the population diversity was not as diverse as present days. Yes, there are similarities in time as we study public administration. First similarity; the current and past representation of minority groups in the political system. Like in present days and 1880s we continue to have minority groups that are Hispanic, Native American, and Asians. All these minority groups are underrepresented at local, state and federal level. On the other hand, minority groups are more active in politics than the previous generation of 1880s. Second similarity; the abuse of power and management of political system. The power was directed by males of specific ethnicity in the 1800 century, and was beneficial to those who were business owner because its pockets grew bigger and the poor people became more poor. For example, congress is still represented majorly by white males than any minority group. The laws and regulations continue to benefit the 1% and affect the rest of the low-middle class society. The third similarity is; the discrimination towards women as it existed back in 1880s it continues to exist in present days. It can be viewed in congress or any other goverment jobs that are majority male dominated.
Some of the highlights that wilson described were “If we employ we must Americanize” (Wilson, 1887). The United States is recognized as the melting pot of the world because people from different countries come to the U.S to seek a better future for it self or their loved ones. The new techniques that are teached to Americans from individual that come from overseas should be recognized and give them the merit they deserve. For the reason that it would be more efficient for “that task” and it will be a success for that company or business. Also, it would also benefit in the creation of new jobs and will help increase the economy. Another highlight is; the essential need to incorporate a diversity of all ethnicities. “The integration of all diversity is what makes the United States order to make a new doctrine we must influence mind cast and race of all nations” (Wilson, 1887). By incorporating a diverse ethnicity on the United Stated it's what makes this country prevail among other countries, because that means more ideas to simplify the tasks and more opportunities for local or international business.
One of Wilson key points in the essay was to raise awareness for more effective practice and determination of laws and how they are presented by governmental agencies. “It is the object of the administrative study to discover, first, what government can properly and successfully do, how it can do these proper with the utmost possible efficiency” (Wilson, 1887). The government has the power to punish those who violate the laws. On the other hand, the government needs laws that can apply to every citizen no just a specific group or race. The field of public administration has brought essential tools for this country to be successful. Another key point of the essay was; on Wilson perspective he defines that Americans are in a position need to take into consideration laws that benefit its citizens, and oppose to laws that have negative impact for the population. Final key point of the essay; Wilson saw the need for the separation of administration and politics because it's important to separate power and duties to effectively govern the United States. He also believed that having one entity that has absolute power is defective. The idea of separating administration from politics was going to be effective considering that administration is the part that is more exposed from the government. “Administration is the most obvious part of government; it is government: is action; it is the executive the operative, the most visible side of government itself” (Wilson, 1887). It was ideal the separation of administration from political. By that many agencies have been formed to effectively manage a specific role and the distribution of power will be equally separated.
