PUBLIC ADMINISTRATION IN
MALAYSIA

 In many developing countries, the ability of its public

service would determine how fast the development can take place.
 The public service is very important in development

in any country.
 Hence, the effectiveness and efficiency of the public

administrators and their organizations are fundamental requisites for a continuous and productive achievement of the development goals within a nation.

Administrative Development sometimes known as Administrative Modernization. It means :

Not many skilled and experience people can be send to rural areas to develop those areas even though the need is greater.

2.

Skilled and experience administrators always being change their workplace without complete certain assignments or projects- keep changing portfolios for example.

3.

Most ministries are highly centralized and lack any serious structures to reach distant regions, even if they have the commitment to do so.

4.

Due to staff shortage and centralized ministries, local level institutions are very weak.

5.

The wide social distances between administrators and the public grow with time and reflect differential access to education and resources.

Bribes, corruption becomes a practices in administrating development projects and programs.  Abdullah Sanusi, 1987

“administrative reform is a positive efforts to bring about changes to the government administrative system towards a more efficient and effective public service”.  Dror, 1976

“administrative reform is an effort to introduce a purposeful change upon the administrative system at all level of government”.
BOTH STRESS ON THE IMPORTANCE OF POSITIVE
CHANGE.



Three (3) conditions that necessary before any successful administrative reform projects can take place (Abdullah Sanusi, 1987),
