Where they quickly gained momentum through more favourable synonyms such as “alternative service delivery”, and “public privatepartnerships, and became known as “Canadian Council for Public Private Partnerships”. They quickly managed to get their hands on a couple communities that were hurting for tax dollars, and implemented their privatization systems. Where the projects were disastrous and short-lived. Despite the many failures, these organizations managed to carry on as every time one of their projects ended in failure they managed to find a way to transfer the costs to the municipalities, and public. Before many people realized, government funding was given to the advertisement of privatization of public water systems. Continued with the Harper government where “PPP Canada” was created with a massive budget to further the advertisement of these corporations. That is where the corporations shifted focus from finding any municipality willing to give this privatization a try, and move towards one like quoted at the end of the first paragraph. A municipality that could be manipulated easily, and be a proven success to further their privatization movement. This is where the communities of Abbotsford, and Mission, B.C., come into…
Private sector is a business or organisation that is ran by individuals for a profit. In any private/public partnership you find you will examine the most essential element of the partnership and that is accountability. In other words the execution of responsibilities and being answerable for them, it is important that each sector is liable for their part in the decision-making process ((Demirag, & Khadaroo, 2011). This aspect of PPPs is pivotal because there must be proper handling of public funds and to ensure that the services that were promised are delivered successfully (Lecture 5 notes, 2012).…
When government contract with private companies to perform what was once considered to be the traditional work of government, it is termed as privatisation. Privatisation is occurring at a rather impressive speed in United States. For example, there are over 100 privatised prisons in the country (Kissane, 2007). Other forms of privatisation occurring in United States include privatisation of schools, military plane maintenance, state welfare and employment agencies and hospitals. Privatisation has become a very controversial topic in the country due to its wide range of advantages and disadvantages.…
A partnership has two or more owners who share control and management decisions of the company. Profit or loss is split between the owners based on a predetermined percentage rate, usually determined by investment or activity in the company and reported on each individual’s income tax report.…
The meaning of Privatization has been widely debated as the years progressed, however one idea scholastics and experts appear to concede to is; privatization is a relationship between a private- sector organization and an administration office with the end goal of finishing a venture that will benefit the pubic. Privatization relationships are the upfront of ideological, political and economic debates, they continue to be used as political tools to solve problems associated with increased demand for public services growing concerns with the size of government, and decreased opportunities for additional resources (MaNamara, Morris 2008). No one public private partnership is the same, each utilizing different arrangements and public management…
A partnership is a business where there are two or more persons. Partnerships are usually business that don’t last long either like sole proprietorships. When two people need to make business decisions regarding their business many conflicts can arise. This is the number one reason why partnerships end up getting dissolved and business either get closed down or sold to someone else.…
My interest in the topic of publicly funded stadiums and arenas for private sports franchises has been fueled by the situation in my hometown of Sacramento, and the building of a new downtown arena for our beloved Sacramento Kings. The city is going to be picking up most of the tab for the new arena, and the deal comes after years and years of other failed attempts to publicly fund a much needed modern arena. The Kings arena saga also includes many attempts to relocate the team to other cities willing to hand out public funds and build a new stadium for the privately owned franchise. All of this public money being thrown around raises controversy on whether or not public funds should be spent to help fund private arenas for rich owners. The threat of relocating a pro sports franchise is a way for leagues to hold cities hostage and demand public money or else they'll go to a city willing to pay. This is exactly the situation Sacramento found itself in this year with the Kings threatening to move to Seattle. In the end, Sacramento responded by giving out more public funds then Seattle and saved its team from moving. But is it worth it? Examining this situation will highlight both the negative and positive impact of publicly funded sports facilities.…
The past 20 years have witnessed a massive transformation of professional sports stadiums in North America and the rest of the world. In the United States and Canada alone, by 2012, 125 of the 140 teams in the five largest professional sports leagues, the National Football League (NFL), Major League Baseball (MLB), National Basketball Association (NBA), Major League Soccer (MLS), and National Hockey League (NHL), will play in stadiums constructed or significantly renovated since 1990. This new construction has come at a significant cost, the majority of which has been covered by taxpayers. Construction costs alone for major league professional sports facilities have totaled in excess of $30 billion over the past two decades with over half of the cost being paid by the public.…
Recently it was announced that the city of Minneapolis agreed to a deal with the Minnesota Vikings, a franchise in the National Football League, to help fund the construction of a new stadium for the team to play in. While this will be deemed as great news by local fans of the team, I believe that using public tax revenues to fund the construction of this new stadium is a misuse of public funds and a poor demonstration of governmental policy. Research has shown that the use of public funds to finance new sporting facilities does not generate any revenue for the city appropriating the money and that the opportunity cost of not spending that money on other public programs or buildings can be detrimental to the financial stability of the communities and cities involved. (Lazere, pg.1) This research is also supported by esteemed civic finance scholar Robert Baade, who recently stated, “Findings indicate that public funding of sports, including funding of stadiums and sports arenas, is not a sound civic investment. Stadium subsidies and other sports subsidies benefit not the community as a whole, but rather team owners and professional athletes.” Due to the overwhelming wealth of evidence that shows the negative effects of public funding for sports facilities, I have developed a plan to force professional sports outlets to raise money through privatized funds so that money otherwise being pumped into building new sports facilities can instead be spent on projects that will provide a greater economic boost to the local economy and support more efficient governmental policy. As the main controller of the city budget, I hope you will support my conclusion on…
Rugby is regarded around the world as a high intensity, physical, and challenging sport. In the United States, it is regarded as a barbaric, un-regulated, and foolish sport. This misconception comes from the widely inaccurate notion that concussion among other injuries is inevitable in the sport. Rugby is beginning to take hold in high schools across the countries, and young adult athletes are the first generation to bring this internationally recognized sport to America. The idea of rugby being not safe however has also leaked into adolescent athletes. Students’ choice to play rugby in high school is being influenced negatively due to wrong perception permeating from the media that it leads to severe head injuries.…
A partnership is a form of business which is somewhat similar to sole proprietorship but with two or more owners. Just like sole proprietorship, the partnership is inseparable from its owners, which means the name is different otherwise the owners are representing themselves in public. However, in a partnership, each partner can be held responsible for the actions of the other partners and partnership can hold property and incur debt in its name (Lee, 2011)…
The funding of sports stadiums has recently been a very hot topic in the sports media. Most of the modernly built stadiums have been publicly funded, which begins a large debate. What rewards does the community receive when a stadium comes to town? Is a sports stadium a positive or negative investment for the community? This debate hits close to home with the city of Cincinnati recently constructing two new stadiums for the local pro teams.…
