Objectives of the Presentation
• To introduce participants about the experience of
Javarine University’s Urban and Regional Masters
Program in preparing a city region plan for Bogota
• To enable participants further internalize the importance of adopting a regionalized approach to urban planning
• To encourage students to make a comparative analysis with the local experience (e.g., that of Addis
Ababa City Administration) in urban and regional planning Introduction

Participatory planning process spearheaded by the Cundinamarca
Regional Planning Bureau
Covers the immediate metropolitan hinterlands and wider region and represents an effort aimed at building-up a city region and ensuring the global competitiveness of the city region
Developed as a master plan project by post-graduate students and university professors
The objective of the plan was evaluating the current urbanization trends and metropolitan tendencies and to come up with workable plans, strategies and projects:
– A strategic planning approach was adopted that considered both economic, social , political and ecological aspects
– Attempts were also made to evaluate the interrelationships within the urban system with a view to identifying opportunities and constraints
Global Trend in Third World Urbanization
The situation in Bogota is found to reflect the global trend:
• Rural-urban migration fuels unprecedented urban growth
• Urban growth is concentrated in large cities that serve as engines of growth both at regional, national and international levels • Cities and city regions are in constant competition and their competitiveness is contingent upon:
– Economic, spatial and governance related re-structuring
– Local and global opportunities and constraints
