As a result, two guidelines have been developed. The National Incident Management System (NIMS), which provides a standard procedure for federal and other levels of government to collaborate in preparing for and responding to incidents. The system provides a…
In summary FEMA avers that using ICS for every incident in emergency management would help the user, whether US Homeland security personnel, or a corporate body to develop and maintain skills which could be utilized in larger-scale incidents. Regarding the National Contingency Plan (NCP) which remains the blue-print and the principal management tool that is currently utilized in Oil spill disaster response and management, Jackson (2011) informs that the importance of NCP is that NCP provides the US federal government with a framework for notifying and communicating citizens with information regarding Oil spill disasters, and the modalities to be utilized when Oil spills…
Tragic events that cause damage to property and life may destroy the social, cultural and economic life of a community. Communities must be engaged in the various phases from prevention to recovery to build disaster resilient communities. In order to do this, there must be a disaster preparedness plan in place that involves multiple people in various roles.…
Disaster risk reduction is a very important aspect in disaster management, because without it could lead to significant damage or loss. Cultures have used what they learned from one generation to the next to hand down strategies that are used to survive. Most cultures like to solve their own problems among themselves or their communities on their own. When the Government gets involved with a disaster they tend to overlook the cultural aspects while planning and enforcing DRR strategies (Hoffman 1999; Wisner et al, 2004). This results in foiled government intervention, and this is because they neglected to consider the cultural components of the community.…
The County Public Health Director (CPHD) may be called on to report to the media during a disaster. It is important that the CPHD reassures the public and avoids speculation when speaking directly to the media or the public. The CPHD will also attend an incident command briefing, where she will report her observations and concerns to the entire Disaster Response Team. The CPHD will focus the public health department’s efforts on identifying the needs of special populations, and addressing food and water safety and sanitation concerns. She will also call a meeting to establish a public health incident command system, and will appoint officers based on the special skills and talents of the individuals in the department.…
The role of major health personnel in an emergency is to manage the safety and well being of the people in their community during and after a natural or man-made disaster. This is done by assessing the details of what occurred, what needs must be met and facilitating a team to organize information about the event and provide logistics as quickly as possible. This is seen in the simulation exercise for the “Disaster in Franklin County”. (Olson, Larsen, Scheller, & Johnson, 2006) Roles are appointed in a chain of command format. It is ideal that all personnel have received some type of emergency management training, but even if not, skill sets must be assessed and duties assigned accordingly. An Incident Commander will be appointed and the Public Health Director assigns rolls that include finances, planning, logistics, public information liaison and operators. The Public Health Team will work closely and concurrently with other entities, such as the Fire Chief, Police Chief, Hazardous Materials Team, Public Works and EMS teams. The public health department is mostly concerned with the safety and logistics of sheltering victims and being sure that food and water provided is safe for consumption.…
When a hurricane, flood, or a pandemic strikes a country, it is questioned who is most likely to respond first. The government would be highly likely to respond first. The government would need to obtain the needed trained officials and assistance to attempt to regain stability in the community that this crisis has unexpectedly occurred. a better understanding what matters the most, helping each other out when in need.…

In the case of a natural disaster, we rely on our government to inform us about the severity of the disaster. Without this guidance, chaos and death may become prevalent. Kathy Zeitoun is one of the many people…
Progress has been seen in recovery responses to emergencies. “Since 2005, FEMA has significantly improved its ability to assist communities in responding to and recovering from disasters. Specifically, the Post-Katrina Emergency Management Reform Act (PKEMRA) of 2006, gave FEMA clear guidance on its mission and priorities, and provided the legislative authorities needed to better partner with state, local, tribal, and territorial governments before, during, and after disasters” ("FEMA Outlines a Decade of Progress after Hurricane Katrina | FEMA.gov," 2015). Training continues between Federal, state and local law enforcement agencies to better respond to emergencies, whether in relief efforts or a security standpoint. Unfortunately, it took another major catastrophe following September 11th and major criticism for policies to be passed, hopefully ensuring that responses occurring in the wake of both September 11th and Hurricane Katrina would be sufficiently improved. The sharing of information and adequate training is key to preventing the response failures of the past and ensuring that the preservation of human life, is the utmost priority in the…
This will require the change of command and control of public health assets, the advancement of intentional arrangements, and extra investment in operational assets. They ought to build up a coordinated framework to send up human services during disaster with the goal that victims can get help with a straightforward way. This framework must have the capacity to give victims a consumer situated, basic, and compelling experience from which they can get help.…
Preparing for an emergency and knowing what to do in case of an emergency is an important aspect every community should know. Preparedness can be the difference between life and death in certain situations. This is the case in Season two Episode five of this week’s assignment. A forest fire is raging out of control near the Neighborhood for five days. Resident’s are developing respiratory and problems related to the fire’s proximity to the city. As with any disaster, communities need to have a plan of action and be ready to put the plan in action for the safety of the people and the community.…
Public health has a responsibility to prepare and respond to all disasters, natural or manmade (Schneider and Schneider, 2017). The role public health had in this disaster was to communicate emergency planning and preparedness for the disaster (Schneider and Schneider, 2017). From the lecture by Horack, he stated, communication is the best tool (Horack, 2010). Through radio and new forecasts individuals were aware of the situation. Responding to disasters and emergencies are also an important aspect of public health. In an article by Querry and KFor-TV, the Oklahoma Department of Forestry asked for additional help to provide relief to those fighting the fire (Querry and KFor-TV, 2017). Aircrafts, firefighters and dozers were offered by Arkansas, Louisiana and Kentucky (Querry and KFor-TV,…
Many of FEMA’s resources were relocated and a major part of FEMA’s mission became focused on the prevention of terrorism after 9/11. In 2006, Bush signed the Post-Katrina Emergency Reform Act, which brought new life to FEMA (Wrede). Today, FEMA is more important than ever. This organization provides aid in the event of a large-scale catastrophe, whether it’s a natural disaster or a man-made one, like oils spills or nuclear reactor leakages. FEMA will provide temporary housing for those people in danger, it will provide medical assistance, and aid in the rebuilding and recovery process. FEMA can even help restore mobile communications with their fleet of MERS, or Mobile Emergency Response Support, vehicles (U.S. Department of Homeland Security). In recent years, FEMA has been on the site after tragedies like Hurricane Sandy and the Joplin, Missouri…
Community dynamics differs in times of crisis, mass trauma, and disaster. “A disaster is defined as a calamitous even of slow or rapid onset that results in large-scale physical destruction of property, social infrastructure, and human life” (Arnold & Boggs, 2011, pg. 429). Hospitals participate in disasters including crisis, and mass trauma with the help of The Federal Emergency Management Agency (FEMA). When disaster strikes it changes the normal function of the community. People in the community are confused and unsure what is happening and what they need to do. Each person in the community will react differently to the same situation. People that work more closely with the crisis will be most affected. For example Fire Men and women, Police officers, Emergency medical teams, and Health care professionals. “The community response to disaster characteristically consists of four phases, The Heroic Phase, The Honeymoon phase, The Disillusionment phase, and the Reconstruction phase” (Arnold & Boggs, 2011, pg. 432). The Joint Commission (2003) requires all hospitals to develop and exercise disaster management plans at regular intervals.…
