The cable must be at least 24inch to 42inch depending on the traffic weight on that specific road.

The exact detail compaction requirements in the manual are, Lifts of loose depth not exceeding 8inch compacted at least 95% of standard proctor density at optimum 2% percent points by ASTM D698. Flow able backfill material may be used specification of compression strength of 1500 PSI and give 24 hour prior to backfill to inspector.
