The time that all of this happened was in 500 BCE, the place that all of this happened was at the Roman senate and in their territories. The male childrens could be citizens if their parents were born in Rome, free native male children, and sons of freed slaves could be citizens as well. Unlike Athenians, a Roman citizen was judged more by how he behaved with his family, his neighbors, and his property. A Roman citizen who did not participate in local government would not likely have been called a beast. The word beast means if a Roman citizen who did not participate in a local government would not likely have been called a beast. The third reason I think the Roman citizenship was better is because, Romans were the good guys and made everything better because if they didn't win the punic wars, nowadays would be very different about who could vote, who could be citizens, and who should be allowed to run a local office.
