Ronald Reagan is the man that said the quote, and he was a very well-known and influential individual. He was the 40th President of the United States and also served 2 terms in office. He was a well-liked president because of many of his positive actions during his time in the oval office. Ronald Reagan was very knowledgeable when it comes to conflict, because during his presidency he was confronted with many major world conflicts.
