“SONA 2013 REACTION PAPER”
President Benigno Simeon “PNoy” Aquino III delivered his fourth annual State of the Nation Address in Batasang Pambansa Complex, Quezon City on July 22, 2013 with the theme, “Sa Gitna ng Daang Matuwid.” President Aquino’s speech was very comprehensive, covering a lot of areas which include the accomplishments of his administration in political and economic aspects, praises for public servants and government departments who made outstanding services for the country, and also strongly-worded criticisms against corrupt public servants and erring government agencies.
He cited the Pantawid Pamilyang Pilipino Program (4Ps) and increase in number of TESDA graduates. I disagree with the 4ps, its teaching Pilipinos how to become lazy, there is a saying, “give a man a fish, you feed him for a day. Teach a man how to fish, and you feed him for a life time.” It is more worthwhile to teach someone to do something, than to do something for them. Rather than feeding them, teach them how to earn a living, teach them how to develop into a person qualified for a job.
Regarding the 4P's, though I know it was really a good help to its beneficiaries I hope that those people would not just depend on the government. They should be also productive in their own. And also President Aquino, did not elaborately mention what are his plans for the next succeeding years for the country. Our president really did a good job, especially in fighting against corruption in the government. As many people know that 40 percent of our total budget will go only to the pockets to our corrupt government officials. Replace them now. There are many qualified individual out there; they should be kept in the position.
It’s good to hear the Sona of our President. It gives enough information regarding on the situation of our country. But the thing is he didn’t mention the arising problem regarding on China, Taiwan and North Korea and also the plan of the U.S to

    With an issue as vital as the economy, the president must be able to act on behalf of the interest of the American people and carry out crucial decisions and actions that have a big impact on who we are as a nation. Fortunately, the president’s role in domestic policy has expanded to the point where he has more information, more expertise and more staff on hand to assist in his task of being the head of the executive office.     According to the present president Benigno Aquino III, as we move forward along the straight and righteous path, they have continuously planted and nurtured the seeds of reform with the annual Budgets enacted under this present Administration. They have prioritized the people’s most urgent needs in order to genuinely and efficiently address poverty and inequality. They proposed P2.006-trillion National Budget for 2013 which 10.5 percent higher than this year’s budget of P1.816 trillion. This Budget pursues empowerment by creating more opportunities for public participation in governance. It invests significantly in the people’s capabilities by prioritizing funding for public services that provide jobs, educate our youth, ensure a healthier citizenry, and empower each Filipino to participate in economic activity. To ensure the swift fulfillment of our Social Contract, the administration has adopted policy measures to help national agencies accelerate their completion of priority program targets. They have to utilize our funds in a manner that is faster and more efficient, so that we can accomplish our critical programs and projects ahead of time. They have designated the Department of Public Works and Highways (DPWH) as the principal infrastructure agency.     It is the fourth state of the nation address of our President, Noynoy Aquino. His term is said to be the uncorrupt government we had here in the Philippines. I can say that it is one of the best sona I heard because it uses our own language which is tagalog for all of us understand what it is instead of doing it in English. Pnoy mentioned how We progresses in the field of health, employment, agriculture, education, fishing and etc. Corrupt officials are also ejected in his term, those who make Filipinos experienced poverty by means of enriching themselves without thinking that the money they used to put in their pocket are for Filipinos nor for their own sake. As I observed, it is really true that there are changes and some progress we had and an example of it is the decreasing amount of our debt in the world bank. Imagine on the previous government the amount of it is too high that even those Filipino child that are not born yet have debts already, it is worse. He also tackled those workers for example are the farmers, fishermen and the coconut farmers that are considered one of the poorest Filipino considering that they contribute much in our country. We can’t pretend that are government inherited too many problems from the previous government and Pnoy even admitted to himself that one nap, one year and even his whole term can’t resolve all the problems We, Filipinos are experiencing. Yes, it is true and I agree with our President. Many people that for me are considered to be ignorant or we can say those who are knowledge less comments a lot mostly are negative without knowing what is happening or even what is really the problem. Many disagreed that employment increases because they don’t even have their job, some says that sona are just for the pleasure of the president and believe that everything on it was not true. Too many speculations and rallys which doesn’t help us, hence traffic and noise pollution, some says that they are fond of creating rallys for them…

    The Conditional Cash Transfer Program is a social development program of nations around the world that aims to provide cash grants to poor families for their needs concerning health, nutrition, and education. In the Philippines, it is implemented as the “Pantawid Pamilyang Pilipino Program” wherein poor households receive monthly subsidies which seeks to enable their children to attend school for a certain period of time only and requires mothers to visit health centers for regular check-ups. Given the mandate of the government to attend to the needs of the citizens of the country, especially to those who are marginalized, they must ensure and provide programs that effectively solve the problem of poverty in our country. It has been quite some time since this program was implemented and the effects cannot be clearly seen. Though the government says that the benefits of the program become evident through time, I personally think that the 4P’s is not the most effective solution to the problem of poverty that is existent in our country. The program has its own share of pros and cons but for a citizen with right judgment and a view of the future, the program does not provide a long-term solution since the recipients can just do what they want with the money they receive and the conditions set by the government are not strong assurances that they will comply. The 4P’s only covers a period of time and locations that have schools and health centers. In that period, families develop much dependency to the government’s promise of subsidies for education and health. What is the 4P’s for our fellow Filipinos in areas that do not even have schools with teachers or even buildings, and government hospitals/health centers with doctors?
