Actually, there are very good reasons to stop spending billions of dollars on manned space missions, to explore space in ways that are safer and much less costly, and to grant much higher priority to other scientific and engineering mega-projects, the oceans in particular (Etzioni). The main cost comes from sending humans since they require food, safer equipment, and a way back home. We could save so much money by just sending rovers, which are traveling robots capable of being on certain planets, to Mars instead of people. This will not only be cheaper, but safer. This will allow more money to be used for ocean exploration. For example, a permanent partially-submerged sea exploration station, called the SeaOrbiter, is currently in development.
