“Stability tasks are based on principles that lay the foundation for long-term stability.” (ADP 3-07 2012 pg.1) These principles are Conflict Transformation, Unity of Effort, Legitimacy and host-nation ownership, and building partner capacity. The Joint Forces Commander must properly apply these principles to achieve a secure and safe environment to provide humanitarian relief, emergency infrastructure reconstruction, and essential government services. “Unified action partners are those military forces, governmental and nongovernmental organizations, and elements of the private sector with whom Army forces plan, coordinate, synchronize, and integrate during the conduct of operations.” (ADRP 3-0: Operations, 2017 pg. 1-4) When multiple stability tasks are required, the commander must establish a line of effort to communicate the end state conditions that they want to achieve. “A line of effort links multiple tasks and missions using the logic of purpose—cause and effect—to focus efforts toward establishing operational and strategic conditions.” (JP 5-0 2017 pg. 3-7) Lines of effort define the ends, ways, and means to create a stable condition. Military groups began to organize protests over the non-payment of salaries. Iraqi police shot four protestors during one such protest; riots ensued. Violent activities began to rise causing Petraeus to react quickly. He deciding to start paying the salaries to quell the violence, until the Coalition Provisional Authority finally came through with their stated promise. This action added credibility to the occupying forces and re-aligned the military group leaders with U.S. interests.
Unify Military, Local Government, and local tribe efforts By holding elections, MG Petraeus brought together all the different factions and tribes of the province. The newly formed provincial council was as representative as possible to ensure fairness and instill a sense of ownership. The local government, backed by the Coalition Provincial Authority and U.S. military organizations would decide the Lines of Efforts that would create the conditions for stability.
