Star Plus Waiver Case Study
At this time, a full overview of this case was given. Which is as follows: I explained the client is in Star plus waiver, a 30 day letter was issued from ASH on 1/6/17 and an MDU slot was requested on 1/6/17 and then again on 1/12/17 as I did not get a returned email that Cindy Pollan had already retired. Nor did I get a returned phone call from her voicemail, which was still active. After speaking with other DADS/HHSC contacts, I got your information and we spoke on 1/25/17. This was the date his slot was released. I spoke to the parents and they selected a provider on 1/31/17. Thus me reaching out to Stacy on 2/1/17. At the time, I explained that ASH did not want to hold the client until 3/1/17 due to no longer meeting medical necessity and why they issued the 30 day letter. This caused an issue, the client cannot return home, ASH needs to dischrge, yet he cannot enroll until 3/1/17 because of the Star plus waiver. I called seeking guidance on if the waiting until the 1st of the month was an HHSC rule that could be reviewed and changed for this special case or was the rule from Medicaid. …show more content…
Since our talk, the client had significant injury at ASH and there is a large investigation. The group home provider that was selected, has since spoke with the family and left the family feeling like that home would not be appropriate. We are trying to find other providers, that give the family, confidence they have the ability to mange their child.

I need information on if the rule will be changed on this case or how we discharge him from Star plus so that we have the freedom to enroll him at any time. The family does not know how, nor do we as the LIDDA. We also do not know if we have to discharge by a specific date in Star Waiver for it to end at the end of that month or if it end,s the day the family requests the discharge. Healthcare providers, including doctors, hospitals, clinics, and nursing homes, submit claims to Medicaid in order to be paid for the services they provide to Medicaid patients. As the 1990s drew to a close, Maine, like many other states, began planning for a complete overhaul of its Medicaid claims processing systems to comply with the Health Insurance Portability and Accountability Act of 1996 (HIPAA). HIPAA was enacted to standardize the management of patient health and records, and, most notably, the protection of patient privacy. HIPAA provided a deadline of October 1, 2002, to meet its patient privacy and security standards. Maine had to consider a number of factors in addition to HIPAA in preparing for its systems overhaul. The Medicaid program, as outlined by the federal government, was becoming increasingly complex with new services added, each with codes and subcodes assigned to them. As a result, payments to providers were broken down into smaller and more numerous pieces. The state also wanted to offer providers access to patient eligibility and claim status data online in the hopes of reducing the volume of calls to the state Bureau of Medical Services, which ran Medicaid under the Department of Human Services (DHS). At the time, Maine was processing over 100,000 Medicaid claims per week on a Honeywell mainframe that dated back to the 1970s. The system was not capable of supporting HIPAA requirements or the online access that the state wished to implement. The state’s IT department decided that a completely new system would be more cost-effective and easier to maintain than an upgrade of the old system.
