Robin hood has many problems such as he needs money. Revenue is down, and expenses are rising. His organization is cracking and becoming less coherent. Robin hood needs to address some key issues to continue to maintain control and avoid detection of the growing organization. If everyone finds out what he is planning his organization is doomed. Should he expand from Sherwood Forest has it become too small to contain his operations or should he remain and optimize business? He could impose a transit tax, which would cause discontent among the people.
