Summary of Work Done by SBMAB
McDonald Steel Building Products Limited (MSBPL) is a Category A member of Steel Building Manufacturers Association of Bangladesh (SBMAB). According to Statement of Subscription of SBMAB published on May 05, 2014, MSBPL is supposed to pay SBMAB BDT 400,000. This amount has been requested as per decision of the SBMAB meeting held on June 08, 2013 regarding the following issues:
Working with National Board of Revenue (NBR), Ministry of Trade and Commerce, Ministry of Industries and Ministry of Finance of the Government of Bangladesh for the reduction of tax and duties of the raw materials used in the Steel Building Manufacturing sector as much as possible
Providing for legal expenditure of SBMAB till date
According to the documents recently sent by SBMAB to MSBPL, SBMAB has been on the pursuit to incentivize the Steel Building Manufacturing sector and has taken the following steps:
Applied to the Ministry of Trade and Commerce, Ministry of Industries and Ministry of Finance of the Government of Bangladesh on February 16, 2014 to have meetings with the respective ministers
Applied to the President of the Federation of Bangladesh Chambers of Commerce and Industry (FBCCI) on February 19, 2014 to make recommendation to the Government of Bangladesh in favor of raw material tax reduction and incentivizing of the Steel Building Manufacturing sector in preparing the National Budget Proposal for the fiscal year of 2014-2015
Applied to the Chairman of NBR on April 17, 2014 to reduce the tax on raw materials used in the Steel Building Manufacturing sector to the minimum level, to reduce the tax of some of the finished products such as Purlin, Floor Deck etc. which are in fact used as raw materials in prefab steel building manufacturing to eliminate the discrimination in duty incidence (as for some of the products used for roofing and cladding of prefab steel structure, VAT registered Refrigerator and Air-Conditioner Manufacturing

    The main tax grossing or revenue collecting institution is generally known as National Board of Revenue (NBR). And as the central authority of tax policy and administration in Bangladesh, it plays a critical part in the development of the country. During the current fiscal year (FY 2010-11), NBR is expected to collect Taka 75,600 crore, providing much needed support to the government’s development efforts. In recent years, Bangladesh’s tax collection has recorded an impressive growth averaging 20% per annum. Despite this good achievement, a lot remains to be done. Bangladesh’s tax-GDP ratio at 9.3% remains quite low when compared with other similarly placed countries in South Asia. Less than 1% of the population pays income tax and tax evasion is persistent even though a significant amount of tax revenue is given up in the form of tax incentives. Together, curbing tax evasion and dealing with tax incentives could add 5 percentage points to the tax-GDP ratio, potentially adding about 40,000 crore to the revenue collection. Most of NBR s processes are manual and there is little in the nature of taxpayer service and taxpayer education. The NBR also faces problems in its functioning due to its current administrative structure. Despite being under the same board, the different wings of the NBR (Income Tax, Value Added Tax (VAT) and Customs) operate almost independently providing little support to each other in combating tax evasion and providing a unified front to taxpayers. Moreover, the NBR faces the problems of acute shortage of trained manpower as well as physical infrastructure. These weaknesses of the NBR have not gone well with the business community and individual taxpayers.     Abstract - This paper has been written to highlight the sustainable industrial growth problems being faced by the entrepreneurs in Bangladesh. There are multifarious problems for Industrial growth in Bangladesh but the major bottleneck is the adverse tax system. There exists no consideration for industrial raw materials import in so far as application of duties and taxes compared to those of finished consumer goods. The net result is increase in production cost which in turn makes the product noncompetitive. So as not to create an extra burden on industrial productions, the government needs to remove duties and taxes from imported raw materials as in many Middle Eastern countries and Thailand. The government implicitly accepts the adverse effects of the improper taxes on our industrial growth and has tried partially to alleviate some of these impediments by creating Export Processing Zones and Bonded Ware Houses; this paper explores the benefits doing away with these high import duties altogether. It also looks at the paybacks to the economy from industrial growth. Finally, the expansion of the income tax umbrella is considered and in particular its effects on growing a greater sense of national civic duty and its impact on the voting patterns of the electorate.
