In some congress people’s opinion, this anonymity leads them to believe that they don’t have any responsibility to their constituents. This is a classic example a a psychological phenomenon called groupthink, in which anonymity provides a cover for risky and generally worse decision. But, because of the anonymity and the feeling of a responsibility to political parties, the central goal of a legislator can be skewed.
