You may recall the constitution grew out the Articles of Confederation as enacted by congress in 1778. The 13 new states fought over economic resources, interstate disputes were routine, and the federal union that emerged under the articles of Confederation had little real authority. As a result effort was made to strengthen the Articles. The Constitutional Convention was called to order in Philadelphia on May 25, 1787. The decision to convene the Convention may have been the first in world history in that the state leaders themselves acknowledged that the existing federal government was faulty, the citizenry talked things over, violence was avoided, and the decision was made to go forward with the convention.
