Plan Bay Area’s current and recent plans don’t really play a major role on the City of Dublin’s sustainability goals. For the most part the transportation infrastructure here is above average and Plan Bay Area recognizes this. Their current emphasis is the “greening” of these major transit and community centers by adding trees and enhancing the pedestrian and public realm experience. The projects they propose have nothing more than aesthetic appeal in the short and long term.

The goal of Sustainable Communities Strategy (SCS) of Plan Bay Area is promoting the accessibility of housing and transportation for needs of future population growth, and also the reduction of greenhouse gas emission. Metropolitan Transportation Commission (MTC) and Association of Bay Area Governments (ABAG) also participate in the plans to approach SCS’s goal through 2040. By Plan Bay Area’s aspects, the Regional Housing Needs Assessment (RHNA) requires to Dublin to provide 2,285 affordable housing units for low or moderate-income population to assist the equity and weakness of Dublin. Dublin is more focusing on building a green living environment with city’s natural resources which successfully fulfils the environmental impact from Plan Bay Area. Also, we agree with previous SWOT analysis that Dublin’s plans to push forward with “Livable Built Environment” and “Harmony with Nature” as the city’s strengths. To help meet these goals, projects proposed for TOD should be given special consideration and should be exempt from further CEQA analysis if it aligns with the specific plan. To ease the backlash, it can be argued that by including housing (especially affordable housing) in TOD, the environmental impact reduction from dense housing and being close to public transportation will mitigate any minor impacts not addressed through CEQA analysis. The existing fund of over $7 million from zoning and in-lieu fees can jumpstart this infill focused project.
OBAG Funding for Complete Streets
The city should capitalize on their implementation of the Complete Streets Ordinance and apply for OBAG funding to revitalize their bike paths. Dublin has the standing infrastructure of a master bike plan, but it could be improved upon by integrating it with a complete streets master plan. The city should revisit their ordinance to develop a plan that is safer and more accessible for all users that connects varying modes. In creating this plan, Dublin would be highly considered for funding through OBAG, as their already standing bikeways and TOD put them at an advantage.
