Government protects people from threats and is not to unnecessarily legislate that restricts freedom and governs morality but to leave that to the realm of individual responsibility. Government is defined by the Webster Dictionary as "the system by which a state or community is governed." In America that system is democracy. It is a system which allows for personal freedom and the ability for one individual to make a difference. Democracy will by definition always follow the will of the majority. John Adams declares that "the form of government which communicates ease, comfort, security, or, in one word, happiness, to the greatest number of persons, and in the greatest degree, is the best." Democracy ensures that by giving people the chance to have their say in the public arena. They participate intimately in politics but give elected leaders to stand in for them on the day to day details. These details should be the protection of its citizens from outside threats. Focusing solely on outside threats allows for the true protection of the people. By diverting attention from defense to the social and economic side of things allows for some things to slip through the cracks. Had the government not been trying to cure social ills, through food stamps; welfare; and others, more money would be directed at the defense and prevention of the American people. The FBI received a budget cut of 128 million in the year of 2012 as a result of increased spending on social welfare (washingtonpost.com). Had the budget remained the same or even increased to accompany inflation the Boston Marathon bombing could have been prevented. The FBI and local police forces need to be able to properly guard all public events that normally receive national attention as they are prime targets
