After years of struggling to break away from Britain the United States was finally victorious.
Benjamin Franklin presented the first part to congress in 1775, but the congress never formally addressed it. After numerous people writing and editing the different drafts, a final copy was accepted in November of 1777. It would take a few years until it passed through all of the thirteen states. Maryland was the only state who did not agree at first, but Virginia eventually persuaded Maryland to ratify the documents causing the Articles Of Confederation to go into effect in March of 1781.
