The Problem Of License Plate Recognition (LPR)
Nowadays, vehicles have been increasing because of the growth in population and the needs in everyday human’s life. Vehicles play an important role as transportation as stated in Du et al. (2012). Due to the increment of vehicles in the road, created a big problem in controlling and become more difficult to solve. There are many researchers who conducted studies to solve this problem. As a result of the efforts of researchers, they have one solution, namely systems License Plate Recognition (LPR). License Plate Recognition is inverted in 1976 and the prototype of the system implemented in1979 in Police Scientific Development Branch in United Kingdom's for Safety and security in Sulaiman et al. (2013).

A license plate number or also called number plate is a small metal or plastic plate attached to a motor vehicle for official identification purposes. On each vehicle, it must be appeared in pairs, with the one attached at the front and another one attached at the rear. The license plate has contain an alphanumeric number on it, which is specific for each vehicle. Every country has its own way to design a number plate and where should put it on the vehicle. Develop an algorithm to check the car’s number plate specifications comply with the Road Transport Department (JPJ) Malaysia using image processing techniques. ii. Develop the algorithm using Image processing tools in matlab software. iii. Evaluate performance of the developed algorithm.

1.4 Project Scope
This project will focus on main part such as:
i. Finding the suitable method to ALPR, from previous research done by the researcher all around the world. ii. Matlab is use to simulate the algorithm develop. iii. Only focus on vertical number plate. iv. Measure the height of first character in number plate because the researcher assume that, the rest of characters could be same size as the first character. Due to that, measuring the first character is enough for developing the algorithm.
v. The algorithm will carry out in offline testing and evaluation. This algorithm not tested in real time.

1.5 Significance of Study and Expected Findings
This project is aimed to develop an algorithm to detect car number plate comply with JPJ specification that will achieve the objectives of the project. There are some expected results at the end of the
