Healthcare needed to be reformed because of the high cost. This was the number one cost of bankruptcies and it was threatening to consume the entire federal budget. It made the cost of preventive care unaffordable, which sent many low-income people to the emergency, raising costs even higher. These high costs made the U.S. health care system twice as high as any other country. These results, contributed to a cost of $3.2 trillion, or 17.8 percent, to GDP.
